This is a prevailing-torque lock nut with a nylon insert. Never reuse old lock nuts, as the nylon ring deforms on first use and loses its holding torque, which can lead to loosening under vibration. Thread it on by hand first, then tighten to 15–20 ft-lbs using a calibrated torque wrench.
